Those 3 devil fruits are pretty OP. Full mastery will make the user near invincible.

Does it work against haki users though? Haki was said to cancel devil fruit powers. If User's Haki>Sugar's Haki, that means that Sugar's devil fruit powers will be ineffective. What about Logias with haki? I don't think it is near admiral level. Or does sugar's DF work against haki users as well?

Yes, It works on anyone regardless of whether the victim's a haki user or not. Cavendish would have escaped it if it is possible to counter her ability with haki.
