Gamabunta is definitely the best and most well-developed in my opinion. Wise, funny, classy, huge, badass, everything.

Katsuyu and Pakkun come next.

Katsuyu comes off as very old, mysterious, wise and caring and her voice is sexy in the anime lols. She also had a hilarious omake once.

Pakkun is funny, wise and the best scout.
