My favorite arc is the probably between the Chunin Exams Arc or Itachi Pursuit Arc.
Least favorite would most likely be the Sasuke and Sai Arc

Not sure if its my favourite but I really liked the sasuke retrieval arc in part 1

In regards to the anime, my favorite would be 4th Ninja War Arc, but it's been plagued with fillers. My favorite episodes are the ones prior to the war where Naruto conquerors his dark side, meets his mother, and controls Kyuubi's power.
