Obviously the first generation, but I have to say, the 3rd Kazekage was pretty badass. He was the one with the iron sand right? Correct me if I'm wrong.

Like Jimmy Hendrix Kage, Neptune God of the Sea, and Ineedmoney Kage. So, I'll say these three just 'cause they seemed neat

^^ Because they're strong enough to casually hand out bijuus with no problem.

During the 4. generation they became weaker and started looking for doujustu clans eyes byuukagan/Uchiha
