Minato

Because he's a nameless nobody, yet still became Hokage. No clan, no Kekkei Genkai, no Tailed beast power, no special chakra, no secret/hidden clan techniques, no predestined power (ashura/Indra).... Literally minato had no BS. Oh, and he had the most swagger, his design is unrivalled when it comes to every other Hokage, and he was the youngest.

Hiruzen would come in second, didn't like him before but he has grown on me. He may come from the Sarutobi clan, but his genius was amazing.

Mine is Tsunade, followed by Hiruzen.
Everything about her is perfect to me: design, personality, abilities, background and development. I can't remember anything relevant that i dislike about her. Hiruzen comes after for similar reasons, except i don't find him as rich as a character, but he still inspired me a lot years ago like no other Hokage (bar Tsunade) did.

I strongly dislike all of them, but if I had to desperately choose on one then it would be Tsunade. She's the only one that I actually tolerated.
