7) Hiruzen :- Ball less bastard who allowed Uchiha massacre .

Sakura or Hinata can be hokage since they can summon naruto or sasuke when the time come. But i prefer sakura since she can summon both.

Tobirama for him to be a beast without being a copy of his brother, having the attitude of intellect of a Uchiha and the invention of FTG..

It's impressive considering unlike his successors, the info probably wasn't laid out on a plate yet he still managed to devise space-time ninjutsu and work out where the Pure Land is, and successfully summon souls from there.
