Tsunade. She's a strong, independent woman who can stand up for herself and lead others. Tsunade actually has a backstory compared to other females who have no or very shallow backgrounds. She is one of the most well-developed females in the entire series as she managed to overcome her fear of blood, which she developed after the loss of her loved ones, with mental strength alone. Not to mention, her views of the Hokage title has changed. She thought it was a pointless dream that only fools wanted to grab after losing Dan and Nawaki (who both had dreams of becoming Hokage) but this all changed after meeting Naruto, who also had the same dream. She even managed to become the Hokage herself, which highlights the growth and maturity she has undertaken.

Tsunade is the strongest and most interesting female in the series.

Traumatic backstory, strong-willed, excellent medic nin and extraordinary healing powers, doesn't compromise.

Kunoichi - Mei (the most badass LIVE female ninja that actually has OFFENSIVE MAGIC besides boring punching).
Personality - Hinata (the most selfless AND positively changed throughout the entire series character).
Mother - Kushina (basically the mom with the most canon screen time AND a cool one at that).
Tsundere - Karin (actually funny when dealing with Suigetsu, unlike you-know-who).
Villain - Konan (not too many choices, but she's the most badass).
