For me I have my favorite character list that I usually rank in power/arsenal higher than just personality.
But the characters that I do respect in both aspects in my favorite list are as the following...
1. MS Sasuke
2. Kcm mode naruto
3. Tobirama
4. Pein
5. Itachi

But the characters that I do respect in both aspects in my favorite list are as the following...
1. MS Sasuke
Personality-During that time he was still hungry and still avenging. He didn't quail about Itachi as much, he just kept quite and soloed the kages like a true Uchiha.
Power-wise: He showed great demonstration of susanoo and amatersu.
He uses straight kill tactics
Dominated a curse seal with pure rage:
Amatersu/Susanoo cambo:
And his presence:
His feats were just unreal during that point, he had this vibe of being closer to Indra than he did when he had Ems.
Even his genjsutsu:
Power-wise: He showed great demonstration of susanoo and amatersu.

2. Kcm mode naruto
personality-He was completely confident. He would go straight into battle before lecturing anybody with his long solo speeches.
Power-wise: His use of chakra arms is very resourceful and unique. At that point he already surpassed gaara in terms of chakra arms (And I thought gaara was better than every jinchuuriki using chakra arms, that is before kcm naruto existed)
His life energy at that starting point was a very powerful shield, so powerful that it made mokuton useless towards him.
He was the closest thing to ashura at that point.
But the best thing he was able to use was this.
He can use this to suppress bijuu power:

3. Tobirama
Personality- I can picture myself seeing eye to eye with this guy. To me he was a true senju with very valuable point of views. Thinking logically every step of the way.
Power-wise: FTG, shadow clones, and edo tensei. Seriously, with that kind of combination I would also restrict him from full potential too.
We don't have much from him but one thing that really interest me in terms of power is his senju heritage unable him to use justus like this:
Senju clan inherit the yang power of the sage. But this right here is a perfect example of how a senju's great life force should be. He has enough chakra to bring souls and bind them into a body (edo tensei), and he's able to manipulate his soul to fight in battle. You need a great deal of physical energy to use chakra taxing ninjustus like that.

4. Pein
Personality- His words are basically absolute. As pein, he carried a very strong silence. He didn't need to say much for you to know that he can kick your ass.
Power-wise: Six path techniques (for obvious reasons)
His shrina tensei was seen as unbeatable
I don't think any shinobi (not bijuus) were able to match that kind of explosive power like that. Deidara was close, but shrina tensei is a bit bigger.
I the use of the Gedo mazou's black rods were also very effective too:
His looks is what really grabbed many people's attention, but his personality was what really set the tone.

Personality-Flawless, in fact his personality was basically everybody I stated from number one through four.
Power-wise:
Never lost in his entire life, he was perfect, even Sasuke confirmed this fact.
He is kami:

Yes, even the immortal kagauya.
