The Unnecessary Addition.

No action, no jutsu. Just a well animated episode introducing Sai to Team 7. The atmosphere is just so right. The fact that I can remember it's name after all these years is proof enough.

From what I can remember, the highest quality canon action episodes are

26, 42, 85, 123, 131, 138, 143, 166, 167, 252, 322, 345, 375

Not counting fillers, there are actually a few really good filler fights too.

I would say Madara vs the Alliance, it was really unique and with some few small detalis that even surpassed the quality with unique creativity.
