Tatsuya Shiba and he's from The Irregular At Magic Highschool and he is one of the most badass characters in anime history. I best described him like a Itachi and Lelouch hybrid.

honestly i believe saito does a better job of not wasting movments,but i see were your coming from. if not for the sakabato kenshin would have one hit killed all but two of his apponents. he struck first in almost every fight and it would have been lethal if not for his badass honor code

That is true. Saito was a huge bad ass. When he wrecked Kenshin I remember being like wtf just happened.
