Muu/Hashirama tie
Reasons: Muu's fission, invisibility, flight & (in his time) dust release was original & just epic. He was a cool bag o' tricks. As for Hashirama--why ask?

Reasonss: Stupid jutsus (steam/gold? WTF?) & stupid decisions (killed mu & turned Gaara into a crazy insomniac)

In terms of personality, tobimara and minato are on top while the bottom is chojuro and mei terumi.out of the five kage during war arc mei had like 3-4 scenes total where she just used her lava technique.
