I liked Tobi pre war a lot. I consider him and Obito different characters actually, so Tobi would rank high.

Deidara - Senpai!!!! I like him for many reasons, but he's just real spunky and i like the guy.
Also Nagato is a very heart warming character, and powerful. Itachi would be third.
