Order of show is Fate Stay came out before Fate Zero. But then the events of Fate Zero took place 10 years before Fate Stay.

And is this the new rework of the old Fate Stay?

It's the Prologue from Rin's point of view. She isn't the main character, shirou is. The three days which already happened in this episode will be shown Again in the next episode, but they will from shirou POV and what happened with him. That's probably why they've named is episode 0.
