Otherwise Any character with instantaneous S/T Ninjutsu such as Minato, Sasuke, Tobirama ect would be the fastest since instantaneous is the fastest speed achievable, which can not be obtained with Natural Speed.

It isn't obvious Sasuke is that faster than Naruto, They're almost at the same speed. They both have great speed feats, and can both hit each other and blitz each other. I think they're equal in speed. Sasuke's amen tech allows him to be fast whenever he wants. Naruto's rage always him to be fast when he's at that point, and that speed is probably faster than ameno which is why they tie
