Fastest Shinobi

I wanted to discuss this while im wondering and get opinions from everyone else.

Minato and Naruto are faster then the Raikage Ay. Manga stated it when Naruto dodged Ay's punch.

But Could the Raikage be actually joking around cause he hasn't faced certain people in the shinobi world.

EX: Tsunade everytime we see her she's got tons of work to do. etc etc. I figure all the kages are like that.

So I'm guessing he has never fought Might Guy and/or Lee.

I know I'm bringing a filler episode into this thread but Might Guy and Lee was able to keep up with a Cloned 4-6 tailed beast in the filler Power in anime.

so if they were to actually fight or etc race in Taijutsu could Might Guy and Lee actually be able to be faster then Ay?

This is what bothers me. Manga Facts vs Facts that doesn't matter in a story because its not part of a story.

Ay stated only Minato and Naruto has been the only person to outspeed him pretty much. but that's because they were the only ones that were actually capable to be show passing him.

so could certain things actually be different if these actual battles have taken place?

again fastest shinobi's are only those who can beat raikage. and they must be alive. or else they can't be fast by immobilization....

Minato is sure the top 1 fastest shinobi, but he is dead.

but my questions and we can discuss:

could the list be changed if actual fights have actually happened through-out the verse.

That's a very impressive feat, as Sage Naruto was able to predict the Third Raikage's movements easily.

Obito is the fastest, Naruto and Sasuke could barley sense/predict him.

Don't include Teleporting but if you did Minato and Tobirama are tied for the fastest

I believe when speed is referred to is referecing to ones reflex's more than it is referecing to ones actual speed. Most speed feats in the manga are attained through the use of Shunshin or FTG. True speed is actually more about reflex's.

Which is why Minato and Naruto's dodging of A's punch is so impressive, they didnt merely dodge the punch, but they dodged it at the last possible second, displaying their skill as far as being able to react to the punch.
