1) Might Gai with 8th Gate

Bent space-time with physical speed. Blitzed and ragdolled Juubi Madara all around.

2) Kakashi with Dual Mangekyo Sharingan and Rikudo chakra

Dashed against the powered up version of Kaguya and blitzed her, she was struck reactionless by his Kamui Raikiri thrust. He can also freely teleport with Kamui self warping, at maximized speed since he has both eyes, furtherly enpowered by Rikudo chakra. He also showed he could easily react to Kaguya's S/T.

3) Naruto with Rikudo Senjutsu

Managed to blitz Kaguya (pre power up version, albeit). Managed to dodge Kaguya's S/T. Managed to react and physically parry Sasuke's instant attack with Amenotejikara. Managed to dodge Juubi Madara's Rinbo. Even before receiving Rikudo's power up, he was incredibly fast with Kyuub's chakra and Senjutsu chakra.

4) Kaguya

She managed to easily dodge Rinnegan Sasuke's Chidori after instant teleporting with Amenotejikara. She could also teleport with S/T as Yomotsu Hirasaka, so quickly that Rikudo Senjutsu Naruto was pressured and Rinnegan Sasuke was blitzed.

5) Sasuke with Rinnegan

Could blitz Juubi Madara with his Amenotejikara attack, and pressure Rikudo Senjutsu Naruto. But when he attacked Kaguya with Amenotejikara followed by Chidori, he wasn't fast enough, as she effortlessy dodged him. Not to mention, he also couldn't do anything in time to defend from Kaguya's S/T.

6) Madara as the Juubi's jinchuuriki

Easily counterblitzed freaking Minato, attacking and hitting him two times with Minato unable to completely react to Madara's speed. Before receiving the Juubi power up, thanks to Hashirama's Senjutsu chakra he could already easily react to Tobirama's surprise attack with Hiraishin, and even counterblitz him. Before receiving even Hashirama's Senjutsu, he was fast enough to easily react to Bijuu Mode Naruto.

7) Obito as the Juubi jinchuriki

Easily counterblitzed freaking Minato. Minato couldn't even register Obito's hit before it cut through his body. When enpowered by the Juubi, Obito could also blitz Kyuubi Chakra Mode Naruto and EMS Sasuke. They needed a lot of time to get adjusted to his speed.

8) Minato

Impressive body speed and can instantly teleport with Hiraishin no jutsu, but he has to react in time and needs to previously place a mark where he wants to teleport. Impressive reactions, but not good enough to fight against God Tier characters. Furtherly enpowered by Kyuubi Chakra as an Edo Tensei.

9) Tobirama

Impressive body speed and can instantly teleport with Hiraishin no jutsu, but he has to react in time and needs to previously place a mark where he wants to teleport. Impressive reactions, but not good enough to fight against God Tier characters.

10) Black Zetsu

Impressive reactions and a very quick travel speed with Kagero.
