Haku isnt that fast. I would add Itachi, 3rd raikage, Gai, Kakashi, Obito if you count his kamui, and possibly Bee

I think Naruto dodging Ay's fastest punch puts him solidly in #2. Also Lee and Gai should be on this list before Sasuke and absolutely before Haku. He can teleport using ice mirrors but it still takes time to create. It's not teleportation in the same way Flying Thunder God is.
