Naruto - he lol blitzed Kaguyas arm off. There's no one faster than him when he's in Sage Kurama chakra mode.

Logically, Kaguya should be the fastest. But this is Naruto. So I say Guy. Would be Minato but hes teleporting by going to another dimention which is different from actively moving yourself from point A to B.

EDIT: Actually, this series isn't very consistent so it's hard to judge who is the fastest.

Kaguya moves faster than Madara's Sage Art Light Fang

Obito blitzed Hokages

4th Raikage moved so fast he didn't exist for a few seconds similar to how Team 7' presence was gone due to them being in another dimension.

Kaguya...Yes Naruto temporarily surpased her speed and blitzed her arm off...but then she absorbed more chakra and regenerated. At that time Bz hinted that her stats had gone up a level...enough that her previous speed and strength would look like nothing in comparison.

She proved it during the sealing, just before Naruto and Sasuke's seals could touch her...she moved so fast that she would have escaped had Sakura not punch her.
