Minato is pretty fast. Lee and Guy is also incredible fast. Naruto has incredibly speed in his Nine Tails Mode and Bijuu Mode, but i don't know if that counts

Imma have to go with Sasuke, dude speed blitz his opponents in almost every battle.

In part one, he was a fast as Lee was without Lee's weights, and that was only after a month, which took Lee years.

You misunderstand what I said. Minato can reach high speeds without chakra based abilities or jutsu. Now, Lee and Gai and Minato have not raced, so we can not be sure of anything other than that they are ALL fast. As far as feats go, yes Lee and Gai have more speed feats, but we have not had enough of a chance to see Minato's base speed. We only know that he is said to be very fast. With that said, it's best to say they are equal or close to each other in base speed.

P1 Lee without using any jutsu was able to move so fast, that human eyes weren't able to even notice it. If Minato was able to do such thing, why in the world would he even use his Shunshin?

So, obviously, the fastest ones without any enhancements are: Lee and Gai - they have bodies strong enough (due to their physical training) to withstand THAT fast base movement.
