every single kage they showed in the manga is a badass some are silly like the 3rd mizukage and the first hokage some are serious like the 2nd hokage and the 4th kazakage some are crazy like the current mizukage and the current raikage and some are even keeled like the current tsuchikage this doesn't mean that there is one that is stronger than the other it just shows that earth > water > fire > wind > lightning > earth To quote itachi all jutsus have a weak spot. Naruto is pretty balanced fanboys and haters need to just sit back and let kishimoto tell his story
