Yeah the manga stated that he was near death but again, it doesn't change the fact that it was only an ambush.

Also it's 2nd raikage, not 3rd

Agreed. Tobirama was Nidaime Hokage, that says something about him, right? It's enough to say he was extraordinary powerful, it's just he died before the series started and we couldn't get to see his full power yet.
Kishimoto can't satisfy all fans' wishes and put everyone in one chapter, as fans often complain: where is this one or that one? That's not fair. I hope Tobirama's power will be shown soon, Kishi probably means it's not time yet....
But there is no way he can be underestimated...

i think that giving new powers to all characters is something very difficult IMO. we have 1sttsuchikage,kazekage,raikage and mizukage, but we dont know anything about their powers. but i think that none of them were equal or would be equal to Hashi.

Tobirama being a senju would have had different powers than Hashis.i think each of the hokages would have been the strngest of their generation in NV.
