According to Wikipedia, "a ward is a subdivision of a local authority area, typically used for électoral purposes".
In Japan, a ward is an administrative unit of one of the larger cities.
In my opinion, applying these definitions into Fairy Tail made me think to two possibilités:
- Magical council;
- Fiore Royal family;

I was thinking about Hisui's ancestor as Fiore royal family like to play with darkness (GMG). I don't like this character and I would not be surprised if she is involved in the celestial spirits new personalities (another topic).
About the gods of Ishval, I am ashamed to write that I forgot about them. They can be the one who have sealed END, as they are known to have bigs amounts of magic. Nice theory. But if I recall well, they are not human, right?

I think that, because of their magic being so strong, it changed their appearance, making them no longer full "humans", like Warrod looks like a tree
