Well, on a serious note Teno, its unlikely that its a FT agent that took gray under his wing. Why? Simply because wouldn't Natsu know this guy?
I still think there is some relationship between Ul, Gray, Silver, Fairy Tail. What it is? Dunno. But like Cali said, its more and more interesting. In this case it got interesting because this silver guy knows who Natsu is or somehow acknowledges him. Howver, there is a small thing that can't be overlooked...

All of Tartaros are demons from the Book of Zeref. They inferred they were all once humans who were cursed and this curse is what gives them their abilities as demons. From all of Tartaros, Silver is the one with the most normal magic. His magic is one we've seen used by Ul, Lyon, Gray. Its Human Magic. Now, either Silver is an agent of Zeref and knows Natsu in that regard and Gray because he might be related in some way to it. Or he knows Natsu through his relationship with Zeref (which we still don't know). Or, he is indeed someone who knows FT. Though an agent would have a big flaw. Makarov would know since a village was frozen with anti demon magic. Magic that gray recognized and that Makarov knows he recognized. If this was someone who was a member or associated with FT in any way, Makarov would know. So my assumption there was wrong.
Ul was someone very known in the ninja world, enough so she was even referred as a possible Wizard Saint. Now, this can't be a coincidence. I might be a bit conditioned by how in OP things always have a meaning where as in FT thats not always the case, but I think FT has a bigger purpose than we have been lead to believe. Its weird that from all the guilds in fiore, FT has Gray (who was a student of one of the few mages capable of defeating a zeref demon, zeref victim, from a place where zeref's magic caused much harm), Erza (who was a slave to Zeref's twisted minions who seeked his magic), Natsu (a dragon slayer who's dragon father was the dragon king, enemy of acnologia, who was brought forth with the help of Zeref), Lucy (supposedly weak, she is one of the few celestial mages capable of opening multiple gates, has almost all zodiac keys, her mother was a very skilled and powerful celestial mage and had something to do with the dragons disappearing, celestial magic is for some reason very important). Then Mavis knows Zeref and has some sort of past with him and described FT as something that stands in Zerefs path of destruction and will stop him. We can also consider that Purehito was once a member of FT, one of the saints of Ishval is a founding member of FT and it was him who sent FT to the place Silver froze. I find that in one way or another, FT has, more than any other guild we've seen, a deeper connection to Zeref. Tartaros is supposedly doing Zeref's bidding. Silver knows Natsu. It can't be unrelated. Though how, I don't know. It might well be that FT is just the result of mavis amazing deductive and strategic skills and something she set up as an anti-zeref measure. It might all have been orchestrated in a way that all these anti zeref people are part of the same guild. A guild who has a secret something, Lumen Étoile (Star of Light, History of Light, etc etc) . . . Star of Light.... Zeref is darkness... FT is light...
