Kisame is the strongest besides the dojutsu users.

His water jutsu is too op.

He can create the water dome and solo sasori and kakuzu and hidan and konan. The only non dojutsu threat in the akatsuki to kisame is deidara and that's only if deidara can get off the ground and into his clay bird fast enough because if not a giant shark bomb jutsu solo's.
