Firstly...kirigakure is a hidden village not a nation/country dude its the Land of water you're talking about and saying Mei is the weakest kage, that's absurd.Mei >=Tsunade . She has not one but two kekkai genkai.She is one of the strongest female Ninja in the NV.
There is currently no way you judge a nations strength by knowing about just a few ninjas of it.
