Fair to say 1st Raikage>2nd Raikage?

The Kinkaku Force against the 2nd Raikage and the 2nd Hokage was filled with elite ninja but they didn't decide to do this during the 1st Raikage's reign. I consider it very possible that Hashirama's death being another very possible reason for this but with literally nothing to go by speculation is all we really have.
