That's what I love about the tag, those colors.
The smudge is kinda weird, it looks "simple", which is good but still a bit too sloppy.

Its not too bad, but your other one was better this tag has no flow and the smudging is pretty sloppy with no real direction. It needs some smudge swirls to change it up a bit and it lacks any depth really, if you want good smudging tuts search up eddy pochy on DA and follow his tuts. That guy is awesome at smudging the tuts are hard but you should be able to follow them easier than I do

Btw I had a similar thing happen too me last week, it was doing everything the opposite like my dodge tool was burning and my burn tool was dodging lol every tool was doing the samething. I never did anything about it just shut down photoshop for a couple of hours and it was working fine when I went back on.

Some good smudge tuts there or just google pochy anubis smudge they do some amazing smudging and they even have the psd to download so you can see what they did step by step, im sure it will help you alot !
