Based on your logic, hypothetically if kakashi got hold of Itachi's sharingan eye which contains tsukuyomi, it would mean kakashi could use tsukuyomi on itachi's level, despite being less proficient in genjutsu than itachi is.

Rikudo chakra simply gives you a massive power/chakra boost, It doesn't increase the users skill in Nin/Tai/Gen and so on just increase their power in said fields
Take lee for example, No Skill or ability in Ninjutsu or Genjutsu, Him suddenly gaining rikudo chakra would do nothing for his Nin/Gen because he has no skill in it in the first place.

Yes obito have him the Chakra and his Eyes but it was kakashi who used that chakra and eyes to manifest the susanoo itself.

You realize the transfer didn't have to take place immediately right?. Sasuke was expecting naruto to recover from his injures and dispel IT later on when he regained the ability to move. So there was no reason for him not to pick naruto.
