Like Sasuke in Naruto Part 1 and even Itachi in those previous flash backs the relation of people flocking towards Sasuke, Itachi, etc... is due to
Their DNA
Remember Orochimaru?
He was after Sasuke's Body due to what his DNA possessed. He was after Itachi for the same reasons.
Madara?
We see this pattern through out the series... Genetics and POWER go hand in hand.
Even Naruto who was suppose to be the anti thesis to this notion was just a major piece in the genetic pie!
So let me get to the point at hand... Orochimaru's belief in genes didn't alter in the slightest
Rather he instead looked at Naruto and Sasuke's end game to realize the full potential of genetic perfection!
and so from this he created Mitsuki a gentic marvel capable of achieving pure Dragon Sage mode unlike the incomplete prototype that Kabuto preformed (due to lacking more knowledge of Ootsuki genes)
but he never stopped there...
like the merging of DNA another merging is also important and that is the bonds of a NINJA
Completing the circle of completion both physically and mentally he sent Mitsuki towards Boruto in order to push Boruto further like the bond between Indra and Ashura...
Indeed the point that I am getting at is due to Boruto's genes being closer to the Ootsutski, Orochimaru and other powerful beings have noticed it, for true GENES leads to recognition and GREATNESS like the previous individuals before them.
And so the GIVING or handing people items and tools to utilize those genes in order to serve some purpose or self reason is self explanitory.
Face it, idk what Orochi wants Mitsuki's end game to be but he and Boruto have more closer genes to Naruto and Sasuke then Sarada or anyone else in the new gene does (maybe not Kawaki)
while Sarada does have Sasuke's genes and might indeed get MS or somehow EMS the fact remains that she is literally OLD NEWS
The OLD LIMIT of what greatness was before true ENLIGHTENMENT
Boruto, Mitsuki and even Himawari have the DNA to break these limits
they aren't bond by the average limits of a normal ninja... they aren't bond by the old GREATNESS that we were meant to believe like how people in the past hyped up Tsunade, Jiraya and Orochimaru.
In order to break into new grounds they need to reach the perfect grounds of people who are closer to the origin

NO one is going to invest in a character with the same old limits.... SURE a new MS for Sarada but literally that is still on the normal realm.
Sarada is basically on the 2D realm while Naruto and Sasuke went beyond their teachers and entered 3D or even 4D with time and space.
Orochimaru was stupid in the past to not realize this and eventually learnt how limited his observations were.
Hence he wishes to mimic Naruto and Sasuke with Boruto and Mitsuki.
Hence why Momo gave Boruto the curse mark since they have MORE potential.
IT is a BIGGER investment.
