No, Jiraiya can't be brought back. He's at the bottom of a freaking lake; if Kabuto had been able to bring him back, he would have done it by now. Besides he wouldn't be that powerful if he was revived - not like the Akatsuki. Jiraiya was at his most powerful when he entered sage mode - and he had to have the help of Pa and Ma for that. I don't see them aiding a corpse who will fight AGAINST Naruto - which is something a lot of people seem to forget when they want Jiraiya back as an Edo Tensei.
Plus in my opinion him being brought back wouldn't add much to the plot. Sorry, but not every character has to be revived again. I already found it ridiculous that so many dead people came back alive - what's the point of killing them off, if they are being brought back to life in x amount of chapters later? Dead characters should stay dead. Especially ones who can't bring much to the plot.
And Tsunade can't bring him back unless she knows the jutsu that Sasori's grandmother knew and then she would die. What point would there be for bringing him back?
And I think that Naruto knew Sasuke much longer than he knew Jiraiya. He knew Jiraiya for three years but he knows Sasuke since he was a little kid. Plus he swore he would bring his best friend/rival back. Why? Because he can be brought back. Why should Naruto chase after dead people, on the 0.1% chance (at least if Kishimoto-sensei doesn't decide to troll) that they can be brought back alive when he can chase after someone he considers his BEST FRIEND and who is still ALIVE?
Sorry but in my opinion Jiraiya should just stay dead. Let him rest in peace - he's probably spying at the women in heaven now LOL

^this, jiraiya died a warriors death, sacrificed himself to improve the odds of his comrades winning a battle with pain, naruto wouldnt take that away from him

@Sasunarufan13 well like I said, this is a world where people have magic-like powers and can control elements and there are talking, giant animals so anything is possible. But yeah I guess Jiraiya should stay happy in heaven, getting his creep on

Really? Strange, I could swear I have seen this exact thread with the exact same content before ... A few weeks ago or so? I don't know. Maybe I'm just imagining things :shrug:
But yeah, the sheer amount of threads about reviving Jiraiya astounds me
