Sasuke only conceded defeat because it would result in endless fighting with no side budging. If they continuously stalemate and engage in a cycle of endless fighting, Sasuke cannot go through with his Revolution. Sasuke stating that, "I lost" is mainly confirming that Naruto could prevent him from starting a Revolution as what the fight shows, both were equals. Naruto stated many times that he'd knock the sense into him if he could, so if Naruto was the victor, he wouldn't be left in the same state as Sasuke would and would thus, be able to do what he wants to do to Sasuke.
