This is not a theory. Its a simple question: who's plan was the Eye of the Moon(Infinite tsukiyomi) initially, Tobi or real Madara's?
A little info:
First time we're told about the tech:
'My goal..' meaning Tobi's? I'm not sure, he was impersonating Madara so logically he should have said what Madara would have said. However, when he goes on to say:
It sounds like Tobi is talking about a plan he devised himself and i don't know for sure if the 'complete form' is his former self(he says he's a shell of that) OR the physical state(=host of the 10 tails) needed to carry out the plan.
So so far we have established that tsukuyomi is in fact the name of a moon God so the very tech is tied up with the moon. Perhaps Itachi's genjutsu was the icing on the cake as illusions go, the real deal was always this jutsu, the 'perfect state' not in a bodily sense but as a perfected illusion. I know most will not follow this, but basically the idea i'm putting forward is: the eye of the moon plan is about the perfect genjutsu, who would have known about this, who was more efficient in genjutsu: Tobi, or Madara?
Madara mentions the plan:
Mankind will be better served sleeping peacefully in the infinite tsukiyomi....
Correct me if i'm wrong, Madara did'nt care to say 'my' plan, maybe just coincidentally.....or maybe it was never really his plan to begin with.
Tobi says all i care about is the eye of the moon plan in the latest chapter.
It seems Tobi is the mastermind, not Madara. Tobi has claimed the plan to be 'my plan' many times, Madara did'nt when he mentions it. Perhaps it was just part of Tobi's guise to deceive others about his identity to refer to the plan as his own, but even after he's busted(revealed not to be Madara) he clings to the plan as if it were an obsession.
Another reason i feel this way. Tobi was a master of genjutsu, he placed an illusion on the Mizukage that lasted for weeks, if not months. He was the mentor of such an expert at constructing fictional worlds of illusion as Itachi.
In his fights so far, Madara has shown to be more of a physical, / ninjutsu type fighter.
This is a little unrelated, but there is the point of Shisui Uchiha. Tobi sought out his eye after Danzo died and was angry when he learned it had been crushed....why? We now Know that not only could Shisui's eye control others when covered, it had a jutsu that could permanently place you under a genjutsu(Itachi' implanted crow in Naruto which frees him of the edo). My guess: Tobi wanted to use Shisui's eye to perform the Infinte Tsukuyomi.
