Although it's not exactly an authority, according to UNS4, Sasuke's eye is in fact a Rinne Sharingan. It's just not Kaguya's, so its abilities are bound to be different. Anyways, we already know the Rinnegan can either be red or blue (possibly depending on if it was "naturally" obtained), and that stronger Sharingan have more tomoe, so the aesthetic differences are only natural.

Sasuke's eye is a Rinnegan. Kaguya's eye is a Rinne Sharingan and has different abilities:

-Infinite Tsukuyomi
-Amenominaka

vs.

-Amenotejikara
-Six Paths Jutsu.
-Sasuke's dimension hopping jutsu.

It is interesting to note that on top of Sasuke's eye looking like Kaguya's eye but with less tomoe and a different color. Sasuke and Kaguya's main Dojutsu tech are both Space Time Ninjutsu that start with the prefix "Ameno-".

Technically you can argue his eye is a "Rinne Sharingan" because it's a Rinnegan combined with a Sharingan, but it's not Kaguya's Dojutsu and the Rinnegan part of it is no stronger than a regular Rinnegan.

Rinne Sharingan>Sasuke's Rinnegan in power. Sasuke's Rinnegan>Regular Rinnegan overall since it retains every Sharingan ability and lets him travel dimensions unlike Madara and possibly Hagoromo.

Sasuke's rinne sharingan has 6 tomoe, the jyubi's eye has 9 tomoe. The difference is 3 + 1 is purple and the other is red.

Now that I've got that out of the way the best way to look at is that Sasuke's eye is a lesser version of the jyubi eye.

To achieve it you need indra chakra(yin)+ indra chakra(yin) which = Hogaromo chakra of yin(indra) and yang(Ashura) in power.

So unlike regular rinnegan which it rivals in power it's a yin based rinnegan instead of a yin yang rinnegan.
