[Question] Explain the Character Bio vs Bio?

I'm new here and I've seen posts about a characters Bio going against another character.. How do these battles work and how would you determine a winner and all that?

Its the question every newbie gets confused here. I had the same share of problems.
Its an unique feature of the Naruto Base that you can ceate charecters and fight with each other. Its Role Playing.
