OT: yes. Jougan and the Karma seals are his powers. Both are being held down for later moments when plot can't really save him with more ass pulls. Jougan itself is essentially a glorifed ass pull however. Karma seal has actually had a moment to save Boruto from taking a certified L. Other than those two, and there may be more underway, like Hamura chakra Hinata so fervently accepted and a techno-arm as well as Kurama's chakra if Kodachi wants to take over the handout business (if they want him to be a galactic savior and surpass Godsuke).
