Description: The user gathers lightning in both hands and performs the Ram → Boar handseals. He then slams his hands on the ground, and a lightning pillar emerges from the ground. He shape manipulates the pillar to form a torture chair made up of lightning. Now, the torture chair looks like a normal torture chair, and the spikes in the chair are made up of lightning, basically the chair is completely made up of lightning. He then outstretches his both hands and claps them, due to which a belt of lightning extends from the chair up to short rangeand binds the opponent to drag him onto the chair and instantly electrocutes him, inflicting very heavy damage to his body, damaging the nerves and muscles producing holes in his cell membranes.
Notes:
- Can be only used thrice per battle
- The user cannot use any Raiton move after this in the same turn
- The user needs to maintain focus over the technique for its entirety.
- Can be only taught by Nāruto.

After performing a pair of two hand seals, which would be one for a lightning specialist like me, one would focus their lightning chakra into their hands and slam them on the ground and make a lightning pillar rise anywhere they want as long as it is mid range away from me. Then the person will shape manipulate the lightning to form into a torture chair consisting of just lightning and nothing else. Then the person has the ability to create a belt out of it by outstretching his hand and then clapping it once which would reach up to short range of it grabbing the opponent electrocuting it when it touches him. Then he would be strapped onto the torture chair inflicting lots of damage mentally and even physically by damaging the nerves and muscles which would make him totally immobile even if he was able to survive it at all.

This is a pretty good technique which very less disadvantages except for the part where I need to maintain my focus. But I can make a clone do this technique so I don't really have to worry about it. While he is being electrocuted, I can only make it rain or use some water technique on the lightning chair increasing the damage which it can do.

A question

If the opponent is in mid-range from me, I can make the lightning pillar rise anywhere? Like from beneath him, behind or sideways of him?

Perfect.
Yes, you can. As long as the distance between you and the lightning pillar is considered as mid(i.e. 5-10 metres), be it diagonal, horizontal, etc. It can be any angle, just the distance should be mid.

Description: The user will gather their chakra and stomp their foot on the ground to rise a large rock section up to 10 meters long in size and 2 meters in radius, off the ground around the area where the opponent is located. After two hand seals the user will then charge lightning chakra through the rock section, the lightning will begin to spiral around the rock section while breaking it apart. As the lightning is spiraling apart and the rock section is being broken apart, tendrils of lightning will begin to grow in size to the point anyone close in the radial area would be pierced from the lightning as well as being terribly shocked that would result in numbing the opponent. The rock section will soon turn into rock debris that will follow with the tendrils of lightning basically creating a vortex of lightning with rocks chunks. The rocks would be released outward as projectiles and move anywhere in distance same to the lightning tendrils. The rocks and tendrils of lightning move and are sent at a unpredictable manner making it difficult to understand where they are being launched, further decreasing the possibility of an easy way of evasion.

After that, the user will weave 2 handseals, and charge Lightning through the rock, shaping the Lightning to form a violent vortex of rotating tendrils. Simultaneously, due to Lightning being stronger than Earth, the rock section is destroyed slowly, forming chunks of massive debris. The tendrils are so large that anyone in the radius would be immediately numbed upon contact. After that, the rocks would be released outside as projectiles, following the same trajectory as the lightning tendrils. They are sent in an unpredictable manner, thus the opponent would find it difficult to counter the combination of rocks and lightning.

Question: Can the opponent feel the change in the Earth when the rock section is formed?

I don't know about that properly. I think the opponent can feel it if the stone section is being rised very close to him.
