My first glance ( solo glance) seeing this picture was -Pride- from the anime series FmaB.
But i know its not him but this guy looks like another dude from a anime and he is a vampire if i am correct.
But since i dont know about the vampire i am going with Pride.

I am almost 90% sure that's orochimaru with a modified body and sharingans, there was this theory on NF that maybe shin and father are some descendents of uchiha who didn't join village during Madara-Hashi time, so when Itachi was done with the clan he probably found them or rescue them from something, that would explain their hatred of Sasuke and they probably don't know whole story, it continues like when they finally found about itachi they went to Orochimaru for power like Sasuke did(oro was probably looking for uchiha/body/sharingan anyway) who helped them awaken MS via some experiment which would explain slow activation and similar pattern in baby jubbi and shin. These are just complete speculations though.

However the fact that it says 'the dawn' and oro never really had his moment in pt2 plus that smile and yellow-gold, I think that it would be something in those lines.

Edit: Here Kishi says that oro, kabuto and karin might appear in mini series,
