Today's chapter 639, where Tobirama used a Jutsu called "Gojouki Bakufuda" (Intersecting exploding Talismans) is a jutsu that all Edo can use it.
Let me Explain....
From the look of the jutsu's activation, the jutsu summons similar Talismans which are interconnected with each other and explodes in a continuous chain. The jutsu's effect goes from a short range to long range destroying the surrounding as well as not giving time for the user to escape from it. So only a Edo Tensei body can use it because it can regenerate once the chain reaches its end and until then destroying/damaging the enemy completely/mostly.
I said that only Edo Tensei'd person can use it because Tobirama himself said it...
TOBIRAMA : I created the Edo Tensei technique. The tactics that go along with it, as well.... This is the first time I've done it with my own body.
That means this jutsu can only be used by an Edo.
The next quote what he said, seemed like he did this jutsu before also in his mortal form. This can be true because he must've used Edo Tensei to fight his enemies and used this jutsu through them. OR He might have used this jutsu on his own after all he knows Space time jutsu and can escape from the blast. But this jutsu is mostly used by the Edo because the paper bombs lies in the Edo body itself.
