That's like asking why people can't look away from a car crash. Most of us are just too curious to not pay attention to something disturbing. You see it, you dislike it, you move on.

But that video is among the worst scenes in anime I've seen.

To think that people can go to such measures in just imagination...

People rely on different indicators to rank something as good, these include 'shock value', uniqueness and most importantly what grants them 'edgy being different feels', the mentioned first two are actually unreliable and exist there due to the third one, so we get situation in op and individuals saying brutal = valuable/good/gets you 'happiness'. It's a failed ai fam.
