Danzo had to stay subtle, he wouldn't give curse marks to those who weren't absolutely loyal to him, it'd make it dead obvious that he was up to no good.

We've seen Kabuto's tongue though and it's not there. I feel like he was smart enough to get rid of it or when he was in alliance with Orochimaru, he would've got rid of it.
