Depends. If it's easier to break the Gudo Dama from inside than outside then EE fails to break through PS. When Naruto fought Toneri his Gudo Dama tanked a barrage of Chou Oodama Rasengan, however when Naruto came from underground with a basic Rasengan he blew Toneri's Gudo Dama dome away from the inside despite COR barrage being >>> Rasengan.

If it's not easier to break them from the inside then a full round of EE breaks through PS.

Night Guy breaks through whatever part of Susanoo it hits.
