The reason people dont put gai on madara level is becuase the 8th gate is only suppose to be usable 1 time, then you die. Thats it. Its a non repeatable jutsu. So and so is so strong but once they kill you its just about garentee that they must die as well. The purpose of pitting two characters is to find out who comes on top without dieing. On top of that even while netting multiple blows on madara he is still alive and has more then enough strength to heal himself and attack gai in his severely weakened state.

Gai is strong as hell, but the risk behind the jutsu is too great to put him on the same level with characters that are able to sustain similar states of battle for much greater periods of time.

Also if madara would haveused shibaki tensi (I think thats a version of all mighty push) against 1 of gais kicks he would have won that battle as that moment becuase more then lilely all of gais bones would have broken as did when he actually landed the hit on madara.

now if he would be able to have similar or slightly less performance at 7th gate then it would be totally different.

Guy in the other is like flying towards him at sonic speed. Minato is faster than Guy but when attacking Minato stops, Guy uses his speed to increasing the strength of his attacks.

Exactly cuz 8 Gates makes you 100 Times stronger as Base it meens ALL YOUR SPEED MOVE/ATTCACK/REFLECTIONS and yet he would be DEAD without Hlp.

Madara even said that he survived the last attack by luck and faith. Gai destroyed half of madara's body and people still say that madara didn't use jutsu. Smh
