well choose a ninja and evluate him like this:
ninjutsu :
number of jutsus ---> /15 ( 1 or 2 jutsus = only 3 point/ 3 or 4 = 6 points / 5 or 6= 9 points/ 7 or 8= 12 points/ 9+ = 15 points /also derivation of a jutsu counts as several jutsus)
strength of jutsus ---> /15
genjutsu :
able to free himself from a genjutsu ---> /5
able to cast a genjutsu ---> /5
taijutsu :
speed ---> /10
strength ---> /10
martial arts ---> /10
intelligence ---> /10
stamina ---> /10
chakra ---> /10
if someone doesn't use the ninjutsu for example lee then his taijutsu is marked at:
speed ---> /20
strength ---> /20
martail arts ---> /20
the over all mark is /100
well every mode is counted as a single person for example
SM naruto should be evaluated alone only his SM FEATS count
well that's all

well i tryed my best to let this evaluation be a little bit precise
anyway this is just a simple evaluation it's not like dragon ball power level when the one with the higher power level is the winner

Yes, and you've done a pretty good job. I'm just saying I can't rank someone on a scale of 5 on their ability to free themselves from genjutsu and have it mean anything substantial. I think if Kishimoto were to incorporate a scale like this in the data books so it would be canonical and indisputable, that would be cool.

well i'd like kishi to do this
and as i sayed if someone can't free himslef from genjutsu ( like lee ) then just take the mark and add it to an another category
well if someone has the ability to free himself but it isn't good then he will just take a low mark that's it

- number of jutsus: 15/15 no explication needed right ?
- strength of jutsus: 12/15 well he has strong jutsus like raikiri and it's variation and also kamui
GENJUTSU:
- able to free himself from genjutsu: 4/5 well he is good but can't free himsekf from a tsukoyomi
- genjutsu: 3/5 good too but not as an uchiha
taijutsu:
-speed: 8/10 fast but not near a gated gai or a raikage let alone naruto
-strength: 5/10
-martial arts: 9/10 very good
-intelligence: 10/10 one of the most intelligent characters in the manga
-stamina: 7/10 good stamina but not very amazing
-chakra: 7/10
overall 80/100 a good score for kakashi

-number of jutsus: 15/15 well he has 3 fire jutsu susano'os yasaka magamata 2 mokuton jutsus mokton wood clones the meteorite jutsu the rinnegan abilitys perfect susano'o and maybe ameterasu
-strength of jutsus: 15/15 monstrious fire jutsus AMAZINg wood release susano'o spamming very strong susano'o perfect susano'o meteorites and the list goes on
taijutsu
-speed: 9/10 very fast but he still slower than naruto the raikage and minato
-strength: 6/10 nothing special except sending a fat ninja (lol) with a roundhouse kick
-martial arts: 8/10 very good also he has pretty good kinjutsu
genjutsu:
-free himself from a genjutsu: 5/5
-use a genjutsu: 5/5 controlling kurama
-intelligence:9/10 intelligent but arrongant
-stamina:10/10 pretty good
-chakra:10/10
92/100 a fair strong for the beast madara

-strength of jutsus: 15/15 only the bijuu bombe is already multi mountain buster the frs works on a clellular level the chou oodama rasentarengan alon with the other rasengans are very strong also

-speed:10/10 i don't need to explain
-strength:10/10 send 5 bijuu bombe flying several kilometers away with much ease
-martial arts:8/10 not perfect but very good
genjutsu:
-free himself from genjutsu:5/5 j-man treained him + he has kurama now
-uses genjutsu: 0/5
intelligence:8/10 in battle he is a genius
