But it was held by stupid excuses like :
Itachi didn't want to kill Kakashi.
Itachi didn't want to kill Sasuke.

And when Itachi died and it was Sasuke's turn to display the powers of the MS , Kishi basically said :
F*ck it ! i need to make Sasuke a noob at Tsukuyomi to save me the troubles from finding excuses as to why it fails.

Amaterasu :

This jutsu supposedly burns anything to ashes.
Yet its the most trolled technique in the MS jutsus.
Kishi trapped himself in a corner with the hype of this technique ( unavoidable , hot as the sun ) , so he constantly gives excuses to its failure.
Enton itself is one of those excuses , since the Amaterasu is instant , he created a variant of it that isn't.

KA :

Spoiler

The ultimate Genjutsu.
Yet it got a huge restraint from the moment it was mentioned ( 10 years recharge time ).
Even with Senju DNA , Danzo couldn't use it in time against Sasuke.

Kamui :

Spoiler

This jutsu is so hax , that Kishi needed to give one eye to Kakashi.
Which means free excuses each time this jutsu is used like :
Against the neck of the GM
Against the Juubi.

But even before that , Kishi nerfed it because Kakashi was supposed to have trained his MS in the time skip and yet he takes colossal amounts of time to activate his MS and can't even aim properly at Deidara ( talk about 2 years training ).

OT: You're right, all the techniques that should one-shot someone rarely do. It's only because the manga would suck if everyone was beaten so easily

Yeah I hate all of these techniques.

The actual reason is that they are badly written techniques that are used wrongly or don't fit into the NV.

You fail to realize that these techs kill 99% of the shinobi world. They are just pitted against opponents who can get around them so that character doesn't just murder everyone in his path. You think Mei or Onohki would have survived against MS Sasuke in round 1? Not a chance. But the raikage could, so that's who kishi had him fight.

All you concluded is that, yes they are one-shot techniques, but not against 100% of people, which frankly, is obvious but kind of the opposite of the point you were trying to make.

Its obvious that they OS most the Ninjas , but they fails against top tiers because of plot and it would be boring if the fight ends in one move.
