First and foremost, the last time Lee spoke in comparsion of his abilities to Neji's, he blatantly states that both he and his style of Taijutsu are inferior to that of Neji and the Jyuuken. While this could have changed in the time span in between then and up till Neji's death.
Face Off: Neji vs Base Lee
1) Basic Taijutsu vs Taijutsu:

Countering Omoto Renge is in the Byakugan's nature. In the fashion that Lee may use the Jutsu, he will sometimes will speed around the adversary to try and throw them off.
