Kagutsuchi in Japanese mythology is a god whose birth marked end of the creation and the beginning of death.
It has always been related with fire fighting tools.
Sasuke has Enton which by itself is a formidable technique.We have seen the cases of him enveloping his Susanoo in the jet black flames.

•Now image a Perfect Susanoo merged with the black flames on top.

The flames which have the heat of Sun.This would caused a tremendous power up on Sasuke's Susanoo.
Merging Kagutsuchi with the Susanoo sword would have made a perfect attack.

I think Amaterasu and Enton were the key to surpassing Madara.An Amaterasu merged Perfect Susano would have put Sasuke in a position much higher than EMS Madara.Sasuke had his EMS for a day and mastered them.
Madara had them for years after he returned to fight Hashirama.Clearly Sasuke is a faster learner.
I believe he would had mastered the powers of Perfect Susanoo much faster and get the title of the strongest EMS (Choku Tomoe) user.Imo EMS Sasuke was an equal to EMS Madara.
If he had more time Orochimaru's prediction would have become true since that time.
