Considering what he could do to Annie despite het having superior hand to hand and shifting experience... I'm guessing Rivaille. The only problem pending is how the terrain effects Rivaille's ability to maneuver against him. The forest provided a more equal ground, but it is easily possible for Eren to destroy the terrain in the city district.

Levi wins. In the manga though, Eren can probably come close to beating him, but since he cannot utilize the armor ability (yet), its debatable.
