So tt basically was Indra against the whole world just like Madara against the whole village. If Indra had kill Ashura, the whole world would hate him. If Madara had kill Hashirama, the whole village and maybe half of the Uchiha clan would hate Madara for it. So what is the point of killing them? The answer is none!! Indra allowed Ashura to win and walked away and hope for one day that there will be peace between them so he created a tablet for that moment. But then again the manga first said sage of six path left that tablet, then the manga said Indra left the tablet. so I don't know which. Anyway, he simply saw that it's pointless to beat Ashura. No matter how you look at it, the older brother in the end will never kill the younger brother. I have no proof so my words are invalid.
