The narrative decides how strong they are currently and with the Yin/Yang imagery, balanced panel time, current usefulness (both are needed) and just what the plot demands of them right now- it'd be pointless and actually damage the story to make one stronger than the other.

I will say that Naruto has been shown so far to have more destructive power- but that's just one factor outta many and Kishi and his team can't be measuring who does what in an eternal d*ck-measuring contest like the fans do. It probably doesn't even occur to them. What happens in the Naruto VS Sasuke conflict? Why would there be any tension if one is clearly more powerful?
