Something odd between Naruto and Sakura happens around 13 minutes. Sakura tries to "comfort" Naruto, but Naruto replies "No! Not like that!". What the hell is going on here? Was Sakura trying to make a move on Naruto? Or was it just and Subbing error?

Probably because unless there was a good reason to pour money into animating the shot, they could avoid it. They instead used the time to show that Kabuto was nearby which made a good transition to the events that followed.
